Key Manager roles in support of the House of Representatives
The Office of the Clerk is the secretariat for the House and its committees.
Operational Managers have responsibilities for a section of work that has a significant impact on client satisfaction and organisational results. They provide operational leadership to staff who support the work of the House and its committees.
Appointment is to the position of Manager and a placement will be made to one of four available roles at this level. Movement between manager roles is encouraged by the Office to give appointees the opportunity to gain a sound appreciation of leadership of the profession (expertise in parliamentary law and procedure and of the institution of Parliament) and of leading and managing work that has a significant impact on organisational results. The available placements are:
Manager House
The Manager House will lead a team that delivers core secretariat services for the House, its presiding officers and members. The team provides advice and support for the proceedings of the House and for each stage of the legislative process. It also maintains and publishes the official record of the House.
Manager Policy
The Manager Policy is part of a group that develops the Office’s advocacy for Parliament and supports parliamentary capacity building. We are looking for a person who will lead and manage the coordination of procedural research and parliamentary policy development, lead the delivery of secretariat services to the Standing Orders Committee and the Registrar of Pecuniary and Other Specified Interests of Members of Parliament, provide support for citizens initiated referenda processes and develop parliamentary knowledge management systems across the Office.
Manager Parliamentary Relations
The Manager Parliamentary Relations will lead a team that provides advice on inter-parliamentary relations, supports New Zealand parliamentarians’ engagement with other parliaments and with inter-parliamentary organisations and contributes to parliamentary strengthening and capacity building, particularly for Pacific parliaments. This role is also responsible for the management and delivery of programmes for parliamentary education, outreach and engagement for participants in the parliamentary process.
Manager Select Committee
The Manager Select Committees is part of a group that leads the delivery of procedural, advisory, writing, business management and administrative services to select committees. You will manage a group of committee secretariats. You will also lead the provision of support for the House’s financial scrutiny processes.
Impartiality, integrity, expertise in parliamentary matters and accuracy are values the Office considers critical to success. Applicants will have had exposure to parliamentary processes, may have worked in a senior policy, legal or international relations role, or have proven experience of leading and managing a small group of staff in the public sector. In addition, applicants must demonstrate:
- strong leadership, project management and operational skills
- success in leading, managing, coaching and developing staff
- initiative, flexibility, self-motivation, resilience and sound judgement
- the capacity to think strategically and produce realistic solutions to complex problems
- excellent relationship management, communication and influencing skills
- an interest in or understanding of parliamentary law and procedure, and the parliamentary environment.
