Immigration New Zealand is a service of the Department of Labour and its Settlement, Protection and Attraction Division focuses on getting the right people in our workforce from New Zealand and overseas. We provide strategic advice on workforce and skills issues with a focus on employment and productivity to deliver immigration and settlement services.

As part of the Settlement, Protection and Attraction Division, the Settlement Unit contributes to achieving high quality settlement outcomes for new migrants and their families. It leads the development and implementation of national and regional strategies and action plans, and supports the provision of settlement services.

The Team Manager, Settlement Purchasing together with the National Manager Settlement Unit and colleagues in the Settlement Unit influence the quality of settlement service delivery, systems and processes. They provide effective team management, consistently deliver expected results, and implement high-quality management systems.

The Team Manager, Settlement Purchasing is responsible for leading and managing:

  • the Settlement Purchasing Team that:
    • implements the Settlement Purchasing Strategy,
    • oversees the implementation of contracts with external service providers that contribute to the achievement of quality settlement outcomes for newcomers to New Zealand and their employers,
    • effectively manages operational and fiscal risk, and
    • builds the capability of external service providers to contribute to the achievement of quality settlement outcomes;

The position requires applicants with:

  • A good understanding of state sector accountability requirements and public sector ethics.
  • A thorough understanding and/or keen interest in learning about settlement issues.
  • Proven ability to develop and lead a team of professionals.
  • Excellent written and oral communication skills.
  • Highly developed interpersonal and relationship management skills, including negotiation skills and an ability to persuade others to meet objectives.
  • High-level experience, or transferable skills, relating to the development, negotiation and management of contracts, with a good understanding of risk management.
  • An ability to analyse a range of information, including reporting and financial information.
  • A proven ability to work with and understand the perspectives of a range of diverse settlement stakeholders.
